Message from Property Committee to Council

At the discussion on Friday evening regarding how GWUC should/could respond to the parking changes around us as a consequence of the multi-story carpark changes, the following is advised to Church Council and others.

Neil Leister will attend the Monash Council information session on Wednesday afternoon at 2:30pm at the civic centre.
Neil will listen to see if more information is available regarding commencement and completion dates as 2025 seems a long way off to just add 4 floors.
Neil will try and get confirmation on the parking time changes if any proposed in the Library and Novotel parking strips as the released map suggests there will be no change.  If that is the case, then congregation parking congestion on Sunday’s will be eased.
Neil will also find out what is happening to the “Central Carpark” times as they are also not addressed in the document.  Are they the same?  This also provides a Sunday solution.
Get confirmation that the Enova car park is Free and Unlimited times on all floors or what are the time settings and are all floors free.

The discussion also recommends to Church Council the following (It is not for the Property Committee to issues these communications).

A communication of the construction event be prepared and emailed to all members as well as in the Weekly bulletin and that this commence IMMEDIATELY.  We must NOT rely on it being "on the wiki" - it must be a pushed communication so every member is informed ASAP.
The communication is to be “plan english, polite and clear”. Simple to read and maybe include the Council drawing documents and to be every week for the next few weeks.
Copies of the Monash Council documents to be enlarged (A3) and displayed in the foyer asap.
That we ask members NOT to use the car park for train journeys or a shopping stop but if they must , they must have had a conversation with the Office Manager.
We should apply for the “3 permits per manse” option offered (we currently have 2 for each manse) and for the vacant manse permits the Office Manager control their use and allocation on an as needs basis. No one is to have them permanently but also recognising that there is no certainty that there will be space to use them.
That we seek the congregations “understanding and co-operation” in this matter as there is no way to control the use of our carpark by congregation members, visitors or passer-bys. 
That we encourage the use of Car Pooling for events and functions.
That for funeral and weddings the Office and Ministry team will advise families that there is NO guaranteed parking.  We can allocate as we do now, a place or two for key players BUT that does not mean they will be available as there may be general public in those spaces from earlier in that day.
That church council approach Monash Council to see if we can use the back of 14 Bogong Ave (Youth services house next door) like we have for fetes in past years, to see if we can use their backyard parking on Sunday mornings.
All groups and hirers to be notified of the current “No reserved parking” rules and these new changes.That includes their guest speakers etc
Manse Parking space will be controlled by the Office Manager. Currently 17 Southdown is used by Rev Neil Peters but that will cease in December when Rev Ian Ferguson moves in.
Remind everyone this impact will be felt from July this year until an unknown date 2025.
That Communications committee coordinate this material to ensure consistency and coverage.

Church Council really needs to help the congregation understand that we cannot control these events.  
We cannot supervise who access our car park day and night.  
We cannot afford to put in barricades as they cost in the $100K mark.  
We cannot allocate parking as we do not have control.
All we can do is ask for understanding and co-operation.

Regarding Sundays.
I am not keen on making rules.  That is not going to help us be an open, welcoming, hospitable church community.
But we can work on encouraging a culture, an attitude of being mindful of our parking situation, mindful of others, as an expression of loving our neighbour.
So, examples are helpful.  If you can walk arlight you may seek out a street park knowing that we have many in our church who can't walk far.  
Be mindful of other services so leave the car park after your activity which includes morning tea/coffee.  But don't drag it out.  Be aware others will be wanting a park attending other services.
Think about whether it is workable for you to pick up a friend.

10 am worship, especially if a congregation meeting or lunch is planned, will be very challenging with street 2 hour parking.

Funerals
We have not been reserving car park spaces for some time now.  occasional one or two for catering maybe.
We need to make families and funeral directors aware of the situation at the time of planning a funeral.  Same for a wedding.

Manse Parking.
That has been working for me at No. 17.  
We can't stack in too many cars as people will want to be able to leave.
I believe each manse should have three parking permits.  We could think about how to use them.
But the manse can only be used while it is not a home of a ministry agent.  

Mid week groups/hirers.
If we allocate a park for a group leader who manages that, what happens when we have multiple groups.  Group leaders often arrive early.  I am not opposed but how workable would this be?
Is it something to adveise groups of and monitor the situation.  Advising them not to park for their activity and shop afterwards so as to make this situation work as well as it can for everyone.

This are just some of my thinking to contribute.  Of course you may have better ideas and options to consider.

Report from the Information Meeting.

I attended the meeting this afternoon. 

There was no organised presentation just several Council people speaking to the few traders that turned up.

There appears to be significant strengthening works that are required to add the extra 4 floors and this will take up the majority of the 18 months construction time.

The existing parking restrictions for the Library and IBIS (not Novotel) parking strips, the Central carpark and Euneva carpark are remaining the same. This means we should be able to use the Library carpark for our Sunday morning services. However we will have  problems for activities at other times as any parking close to us will be snapped up by shoppers, retail staff and council staff.

We should get all available parking permits (residential and retail) and use them but they only allow parking in a restricted spot and DO NOT guarantee a spot close to the Church.
