This macro formats an action item box to stand out in council minutes (but can be used for other minutes if needed).  The actionlist parameter must be formatted as a sequence of (action,responsible) pairs, where the separator is the '/' character ('''warning:''' don't use the ',' character in the parameter string!)  So a single action item is specified thus:

  {{{<<ActionItems(record documentation details of macro in church wiki/JohnHurst)>>}}}

If more that one action item is required, simply extend the list:

  {{{<<ActionItems(first action/PersonName/second action/SecondPerson)>>}}}

It is intended that such macros will be automatically extracted from minutes and a separate 'Action List' compiled, perhaps to be emailed to all the responsible persons nominated.  This is yet to be implemented.
