Please refer to December 2021 Council papers.The key distinction between December 2021 and April 2022 recommendations is that December 2021 requested that GWUC form the KWF which required Synod's approval. The April 2022 recommendation requests that the GWUC works with the KWF which does not require Synod's approval. In short, the purpose of the Kingsway Welfare Fund Inc. is to assist in the funding of the GWUC Welfare function beyond 2022. The Uniting Church, Synod of Victoria and Tasmania and its subsidiary Uniting have been unable to provide a workable solution within the six months of communication. We have lost the support of a donor of $2,000 this year due to this delay. The delay may have already cost us the support of gratis professional time to set up the Kingsway Welfare Fund Inc. Steps forward: 1. Grant Andrew Adams the right to be reimbursed for costs incurred which is estimated to be less than $1,000 to form the legal entity of the 'Kingsway Welfare Fund Inc' which will be a separate legal entity from the Uniting Church, Synod of Victoria and Tasmania and any of its subsidiaries from the GWUC Endowment Fund. 2. The GWUC Council is to have an exclusive and sole right and responsibility to appoint the Committee Members of the 'Kingsway Welfare Fund Inc'; The KWF requires 5 or more members at all times to cover the following tasks: * Operations: ElinorMcCluskeydeGarza (Standing appointment for the Welfare Coordinator) * Treasurer: Primary duties include issuing donation receipts, preparing accounts, paying grants; * Communications/Marketing Officer: Generating and getting published approximately four publicity articles a year; * Liason Officer, between GWUC Council and the Kingsway Fund * Grant Application Writer; * Events Coordinator: Coordination one to two fundraising events a year. The AGM can serve as a public reporting and fundraising event; * Chairperson/Secretary to ensure the legal compliance of the fund. (Andrew Adams can do this role.) The Council is required to approve the positions of ElinorMcCluskeydeGarza and AndrewAdams (honorary) and further recruit 4 or more honorary positions, including Treasurer, Communications/Marketing Officer, Grants Application Writer and Events Coordinator. Initial appointments are ideally for 3 years, then we can stage the duration of appointments between 1 to 3 years, to ensure a rotating committee that retains continuity. It is envisaged that the Committee will meet quarterly. Note that insurance, such as professional indemnity will be considered by the new fund independently. 3. AndrewAdams will ensure that $6,000 from a donor will be granted to the 'Kingsway Welfare Fund Inc' over a period of 3 years once the fund is set up with DGR1 status (A complying fund/charity with the ATO and is allowed to issue tax deduction receipts) to seed the fund. The initial terms of reference for this Committee in September 2021 was for a 3 to 4 month life. It is now beyond 6 months.
